UK Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a latest study of local authorities, UK councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK reported that six out of ten of local authorities are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and land to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of councils seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in Kent announced its property management strategy included the sale of a retail complex in a local town and a community venue in Rochester to raise £20m over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will also be sold under the plan.

Council Tax Increases and Wider Fiscal Strains

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise local levies next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

Research of regional authorities recently also found local finances being strained by the growing number of children and adults needing special educational assistance.

A network of councils said that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Government officials have put off scheduled changes to the special educational needs framework until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most deprived in England.

  • “Member cities like several major towns place in the top 30 across the country under the latest IMD measures,” noted the study.

“While only one key city is among the top 10 for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of England. The data underscores the scale of difficulties confronting municipal officials across key cities in the coming year,” the report added.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that accounts for and responds to the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey found.
